A migration that needs a freeze is a migration that needs permission from everybody. The way to avoid asking is to never have one source of truth in doubt.

Write to the new record and the legacy system at the same time for as long as it takes. Move one workflow at a time, and keep rollback one configuration flag away until the final site is across.
